Site Context
The site is situated within the Moor Allerton District Centre, off King Lane. Moor Allerton District Centre is a designated in the local plan as a location where retail development, such as a new Lidl foodstore, is supported in principle.
A range of uses are located in the centre, including a Sainsbury’s, Wickes, Public House and Community Centre. These uses will be retained as part of the proposals.
The site benefits from an existing car park, however the existing public realm outside the Community Centre is of notably poor quality, characterised by limited seating and an overall lack of functional or visual amenity.
The site is highly accessible, having direct access to frequent bus routes and established walking and cycling networks.
The Proposals
The proposals involve the redevelopment of existing retail units to provide a state-of-the-art new Lidl store with associated access & serving arrangements, parking and landscaping.
The new Lidl store will provide greater food retail choice for local people and will complement the existing community centre and public house at Moor Allerton District Centre. The proposals will also provide a new and improved public space area outside of the Moor Allerton Community Centre.
The proposed development will provide:
A high-quality new Lidl store, designed to the very latest specification, including modern in-store facilities, Lidl’s popular bakery, a 1,529 sqm sales area and customer toilets with baby changing facilities.

A high-quality landscaping scheme that will supplement the retention of existing planting – where possible – with new tree planting.
Parking and servicing areas, with the existing car park reconfigured to provide 161 standard car parking spaces; 12 accessible bays; 9 parent and child spaces and; 2 rapid electric vehicle charging points.
Enhanced public realm, with an improved public space area provided outside of the existing Community Centre.

New pedestrian and cycle routes into the site, with improved connectivity to existing public footpaths over the Ring Road.
The Benefits
The development proposals would result in the following key benefits:

Enhance the choice of food retail facilities available locally within a sustainable location in northern Leeds that is highly accessible by public transport and other
non-car modes.
Provision of an improved public realm area for local people and users of the centre.

Inclusion of Lidl’s famous bakery.

Provision of customer toilets within the store.

Opportunity for renewable energy generation, including through the provision of PV panels on the roof of the Lidl store.
A landscaping scheme that will deliver significant new on-site planting, with opportunity to enrich local biodiversity.

Additional employment opportunities associated with the construction phase.

New rapid EV charging provision.
Significant new employment creation, including 40 full and part time jobs in
the Lidl store.

What happens next
The proposals presented on this website illustrate how the development could look once completed. The design and appearance of the scheme could change following this consultation or indeed following comments from the Council after the application has been submitted.
Any comments received will be carefully considered before the proposals are finalised. Following consideration of feedback received from this consultation exercised it is envisaged that a planning application for the proposed development will be submitted early next year.
Thereafter, the Council will undertake further statutory consultation before determining the application.
